This is not yet complete but there is enough information to be useful. The whole thing is as simple as I can make it and uses a small number of low-cost parts. How fast it can be made to go remains to be seen, but they can be made to follow the simple course.

Alan Simpson of Plymouth University has taken the above and added more details including a clearer circuit diagram and a fuller description of how the electronics work. You can find his version in Word format here. He had a day with a group of teachers building these mice (he has put ordering and price information for 10 sets in his document) and it went very well.
